To add a symlink under /dev for a specific device, add a file with a single line like below under /etc/udev/rules.d:

ATTRS{idVendor}=="xxxx", ATTRS{idProduct}=="yyyy", SYMLINK="test123"

The filename should be of the pattern number-name.rules, e.g. 17-test.rules
